The County Government of Mombasa has entered a new partnership with ride-hailing company Bolt to create more employment opportunities for young people while enhancing safety and regulation in the mobility sector.

Governor Abdulswamad Shariff Nassir on Tuesday hosted a delegation from Bolt to discuss how the company can scale up its operations in the coastal city. Currently, Bolt provides income opportunities for over 1,000 riders across Mombasa.

As part of the collaboration, Bolt will strengthen its presence in the county by leveraging public market spaces as operational hubs.

Governor Nassir highlighted the importance of the partnership in driving inclusive economic growth.

“Our young people are the backbone of Mombasa’s future. By working with innovative partners like Bolt, we are creating real opportunities for them to earn a living, support their families, and contribute to our economy,” he said.
“We are also keen on enhancing safety and professionalism in the sector through the recognition of prior learning and licensing of riders.”

A key feature of the partnership will be the adoption of Recognition of Prior Learning (RPL) to support licensing of riders. This framework acknowledges the skills and experience of youth already working in the ride-hailing sector, with the goal of improving safety, raising service standards, and building public trust in the industry.

Bolt welcomed the partnership and expressed commitment to supporting youth integration into the platform.“Bolt recognises Mombasa’s pivotal role as a dynamic business and economic hub and commends the county government for its forward-looking commitment to development,” said Edgar Kitur, General Manager, Bolt Food Kenya.
“We are pleased to partner with the county in expanding rider integration and advancing a safe, well-regulated environment that supports the sustainable growth of the mobility sector.”
