The Central African Republic (CAR) has officially launched Dûnîa, a fully digital platform that modernizes the Ministry of Economy, Planning and International Cooperation (MEPCI). The launch was presided over by President Faustin Archange Touadera under the framework of the country’s National Development Plan 2024–2028 (NDP).
Developed in partnership with local technology company EDEN TiiiT, led by Cédric PIDJOU, Dûnîa digitizes all ministry operations, including HR, budget management, project tracking, and document workflows. The platform uses a modular open-source microservices architecture, with encrypted data structures, API interoperability, and a claimed system availability of 99.8%.
According to Minister Richard Filakota, Dûnîa is “an integrated, scalable digital platform that maps all administrative, operational, and strategic processes,” enabling faster decision-making and more efficient management of resources.
Efficiency and Transparency Gains
The platform is expected to reduce administrative processing times by up to 70%. Recurring administrative costs could see potential savings of 30%, while project coordination across governmental, international and humanitarian initiatives is projected to reduce overlaps and save an additional 15–20% of funds.
All processes on Dûnîa are digitally traceable, enhancing transparency and reducing the risk of corruption. The platform also serves as a central register for development projects, supporting the management of over $9 billion in development finance mobilized during the International Investors Roundtable in Casablanca, September 2025.
